Fahey Schultz Burzych Rhodes PLC is pleased to announce the expansion of its municipal and land use planning services with the addition of Wayne Beyea, AICP, to the firm’s Municipal Practice Group.
Wayne brings more than 35 years of experience in zoning, land use law, and community and economic development throughout Michigan. As both a licensed attorney and certified planner (AICP), Wayne offers an uncommon and valuable combination of legal and planning insight that supports municipalities navigating challenges in zoning, development, and community growth.
Wayne’s career has spanned the courtroom, the classroom, and the planning table, giving him a well-rounded view of land use challenges across all levels of government. For 25 years, he served as a faculty member at Michigan State University’s School of Planning, Design and Construction, and MSU Extension, where he taught land use law and planning practice, and led the launch of the award-winning Citizen Planner Program. Earlier in his career, Wayne worked with government, nonprofit, and private-sector agencies on planning and economic development initiatives and served on planning commissions in multiple Michigan townships as well as a zoning board of appeals in Maine.
Since joining FSBR, Wayne has advised communities across Michigan on zoning updates, utility-scale renewable energy siting, development agreements, code enforcement strategies, and strategic planning. His approach—built on real-world planning experience and an understanding of municipal priorities—has helped communities modernize outdated ordinances, manage growth, and respond to increasingly complex zoning pressures. Wayne’s addition expands FSBR’s ability to deliver integrated legal and planning solutions tailored to the needs of local governments. He previously served on the Executive Board of the Michigan Association of Planning and continues to be a respected voice in Michigan’s planning and land use community.
