His past experience includes serving as an Assistant U.S. Attorney in Chicago, representing the interests of the United States in civil matters including bankruptcy, forfeiture, employment disputes, injunction actions, civil enforcement actions, and matters involving fraud, as well as prosecuting criminal cases.

Bill’s work with public utility and energy companies has helped resolve every major change and controversy facing the natural gas and electric energy industries over the last 40 years. He handles litigation and appeals for Michigan’s largest energy and utility companies and is well-experienced in matters before the Michigan Public Service Commission, as well as other Michigan administrative and regulatory agencies.
He also served as an adjunct professor of Zoning and Land Use Law at the Western Michigan University Thomas M. Cooley Law School from 1989–1996 and is one of the state’s acknowledged authorities in zoning and planning law.

Cole supports the firm’s growing Municipal Practice Group, concentrating on the representation of drain and water resource commissioners throughout the state, as well as townships, cities, counties, libraries, and special authorities served by the firm.
His work encompasses many of the nuts and bolts of public infrastructure projects, and his attention to detail is an essential part of the process. Cole is able to quickly analyze legal issues and simplify them for clients, outlining the what and why of government regulations.
Cole assists on drain and public projects from start to finish, working with professional engineers and utility, municipal, governmental, and private entities to research easements and flood claims.
The truth is important to Cole, even when it’s not what someone may want to hear. His ability to empathize with clients while explaining the reality of a particular situation helps all parties come to an understanding regarding the details of municipal work.
Cole joined FSBR in 2016 after serving as a law clerk for the firm. He also clerked for the Michigan Department of Insurance and Financial Services. While he was in law school, Cole was an intern for the Ionia County Prosecutor.

Driven by well-organized project management, Stacy is committed to doing the right thing and helping turn projects into successes everyone can celebrate. She is drawn to out-of-the-box thinking to help move ideas forward — though she’s also not afraid to say no — and she’s dedicated to being as timely and cost-efficient as possible in her work.
A practicing attorney since 1996, Stacy has more than a decade of experience representing clients on issues relating to stormwater and inland lakes and streams, working on projects involving county and intercounty drains, lake levels, lake improvement boards, sewer authorities, and county public works offices.
In addition to her expertise in drain and water law, Stacy has extensive real estate valuation experience. As a former Certified General Appraiser, she was licensed to appraise real property of any type of value in the state of Michigan. Her appraisal expertise has proven extremely beneficial for the firm’s eminent domain and tax tribunal cases.

Her labor and employment law practice focus keeps her busy, representing municipal and private sector management. The labor and employment practice in particular can be intensely personal and sometimes involves the tough realities of termination, but Lizzie strives to bring empathy to the table as she advocates for a legal resolution. Her affinity for interacting with people enables her to quickly dissolve conflicts. She also has the gift of an incredible memory, recalling details not only about problems she’s worked to solve but about the people involved. Fact-finding, problem-solving, and brainstorming are among Kyle’s favorite parts of his work, and he enjoys crafting multiple ways to help clients tackle their challenges. He’s able to simplify complex problems so all parties can understand the work at hand, making it easier to devise practical solutions.
Kyle’s work focuses on public entities in need of advice on a wide variety of legal topics from the Freedom of Information Act to drafting purchasing policies. He actively listens, asking questions to determine how FSBR can solve their legal problems and identifying other issues and concerns clients may need to address.
Kyle joined FSBR in 2018 after spending the previous summer as a summer associate with the firm. During law school at the University of Notre Dame, he externed for the City of South Bend’s legal department and the Hon. Judge Jack Zouhary, U.S. District Court Judge of the Northern District of Ohio. He helped revise ordinances, review contracts, and aided in code enforcement and foreclosure matters.
In his free time, Kyle enjoys traveling and watching Michigan football and the Green Bay Packers. He’s a self-proclaimed terrible fisherman, though he enjoys it immensely.

Since 1978, Steve has dedicated himself to the representation of municipalities across the state of Michigan and protecting the interests of employers in both the private and public sectors.
Steve’s practice focuses on the representation of cities, townships, libraries, and other local governments in a wide range of matters including those arising under the Home Rule Cities or township enabling statutes, the Open Meetings Act, the Freedom of Information Act, Michigan’s Public Employment Relations Act, the Downtown Development Authority Act and myriad other statutes affecting municipalities across the state.
Through the years, Steve has served as a city attorney, township attorney, library attorney, and counsel to counties, DDAs, and other specialized authorities throughout Michigan, from the Sault to St. Joseph to the Detroit area. He is a committed advocate for the interests of municipalities and a firm believer in the benefits of local control of local concerns.
In addition, Steve is a recognized expert in employment and labor law. Representing private and public employers alike, Steve has bargained hundreds of contracts with every labor union in the state of Michigan, arbitrated myriad contract disputes, and represented employers in delicate employment matters.

Jake’s work focuses on code enforcement and prosecuting civil infractions for ordinance violations. He assists in drafting new ordinances, sign regulation, and small cell licensing, and he researches novel areas of the law including amending zoning and nonzoning ordinances.
He prides himself on being a diligent worker who brings a level-headed, approachable demeanor to the table. He has high standards for the work he does, and he enjoys building personal connections with his clients.

Chad assists the firm’s growing Municipal and Labor and Employment practice groups. He particularly focuses on the representation of municipalities in labor and employment matters, from negotiating collective bargaining agreements to assisting in the handling of employee disciplinary matters.
The rules and regulations that surround public sector labor and employment issues can be complex, but focusing on forward-thinking measures that prevent labor and employment issues from arising in the first place is essential. Chad regularly evaluates the employment practices of municipalities by working closely with elected public officials and by reviewing the effectiveness of employee handbooks and personnel policies to make sure they are in compliance with current labor laws.
Labor and employment issues can create unique challenges for municipalities due to the scrutiny of being in the public eye, which is why it is important to have dedicated legal counsel with a comprehensive understanding of governmental entities and the political environment in which they operate. When labor and employment situations arise, Chad is dedicated to finding workable solutions to issues and informing clients of their best options for moving forward. Chad often drafts legal opinions providing clear answers to clients’ questions and concerns. When the need arises, Chad is there to vigorously represent his clients and fight for their best interests, whether it be in arbitration, negotiation, mediation, or even litigation.
Chad joined Fahey Schultz Burzych Rhodes in 2017 as a law clerk before becoming an associate attorney with FSBR in November of 2019. Tom’s expertise also extends to municipal matters, where he has experience in zoning and land use, cemetery, and code enforcement matters. Outside of work, Tom enjoys indulging in a wide range of hobbies and interests. A self-described “hockey nerd”, he shares a passion for the sport with his wife, scouting amateur players and providing player advising services in his spare time. Originally from New England, Tom’s journey led him to Michigan in 2019 to study for the LSAT while he competed on various AAA hockey clubs in Metro Detroit Area. Claire is passionate about helping local communities. She finds herself particularly intrigued by the constitutional questions that arise in the realm of local government and how those delicate matters are balanced in relation to government actions and individual rights. Through her legal studies, Claire has not only deepened her understanding of legal decision-making, but has also come to appreciate the importance of effective and efficient government operations.

Further, her prior experience as in-house counsel for a small company has made her one of the experts in the state as it relates to petitions for local ballot proposals and provided general background as it relates to the Home Rule City Act, General Law Township Act, and the Michigan Election Law.
Hannah’s success as an attorney derives from her listening skills and written advocacy. Beyond FOIA issues, Trent has significantly contributed to various municipal regulation projects. He has played a key role in developing short-term rental ordinances, crafting regulations for solar and wind energy projects, and establishing a framework for marihuana facility regulations.

Before joining FSBR, Dylan gained valuable experience at an insurance defense firm, where he refined his litigation skills, managing court appearances and complex legal disputes. This hands-on experience has shaped his ability to approach legal challenges with a strategic, solutions-focused mindset.
Dylan earned his J.D. with distinction from Michigan State University College of Law in 2023, following his undergraduate studies in history at Fitchburg State University. His early career as a librarian for the City of Fall River, Massachusetts, helped him develop a strong appreciation for research and problem-solving—skills that now serve him well in his legal practice. Wayne brings over 35 years of experience in zoning, planning, land use law and economic development to the firm’s Municipal practice group. As both a licensed attorney and a certified planner (AICP), Wayne offers a rare blend of legal and planning expertise that makes him a go-to advisor for municipalities navigating complex land use matters at all levels of government.
Wayne has also served as a Planning Commissioner and Zoning Board of Appeals member, giving him a practical, on-the-ground understanding of how zoning decisions impact communities. At FSBR, he uses that dual perspective to help municipal clients plan thoughtfully, stay compliant, and grow resiliently.
Before joining the firm, Wayne spent 25 years as a faculty member with Michigan State University’s School of Planning, Design, and Construction and MSU Extension (MSUE). He taught courses on Land Use Law, Planning Practice, and Urban Resilient Redevelopment. He was instrumental in the launch and leadership of the award-winning MSUE Citizen Planner short-course and bringing the nationally acclaimed National Charrette Institute to MSU. He has been a frequent speaker at state, national and international conferences.
He’s been deeply involved in projects across the state focused on innovative zoning and planning techniques, downtown revitalization, community and economic development, brownfield redevelopment, corridor improvement, renewable energy and affordable housing. Prior to MSU Wayne worked for private, non-profit and government agencies at the local, county, regional and state levels in planning and community and economic development.
Wayne is also active in several professional organizations, holding current and former leadership roles with the State Bar of Michigan’s Real Property Law Section and Michigan Association of Planning. He is passionate about supporting municipalities through strategic land use and policy solutions that build quality communities. He has received numerous state and national awards, including the MSU Extension John A. Hannah Award, the most prestigious award for program excellence.
Wayne is an avid runner and has completed numerous marathons, including the Boston Marathon. He is a veteran of the U.S. Army and enjoys fly fishing, backpacking and camping with his family.
